Institutional Commitment

Leadership

  1. Does your institution provide leadership at a senior level for strategic action on open research and responsible research assessment?
  1. Is open research leadership fostered at all levels in the institution?
Explicitly assign a senior leader responsibility for open research: Introduce a standing item on senior leadership meeting agendas for RRA: Appoint a UKRN institutional lead. Include leading open research efforts as a criterion of job descriptions, or development reviews for management. This may include leading by example: Where work is done regarding researcher assessment, include representatives from varied levels:
Report of 60 Uk institutions: “In most cases” committees are chaired by a senior individual such as a PVC for Research or Dean with responsibility for research culture or excellence.

Manchester Metropolitan: University Research and Knowledge Exchange Committee, chaired by PVC for Research. Membership includes Directors of Research from each of our four faculties and Professional Services.

University of London: Open Scholarship Working Group chaired by Head of Research and Research Partnerships

Reading: The Research Assessment working group includes representation from the academic community at different levels (a Head of School, a Research Division Lead, a senior academic, and an early career researcher) and professional services.

Leeds: Responsible Metrics Group with representatives across all schools and relevant professional services.

Strategy and Planning

Produce an open Research Action Plan featuring RRA: Collate related action plans to avoid duplication or oversight: Where research assessment reform work is undertaken by an existing group, formally nominate an open research representative in this group. Produce a dedicated responsible Research Metrics Action Plan:
Bath: “Working with the Academic Staff Committee to introduce Open Research criteria into recruitment and promotion.”

Keele: “Implementation of embedding Open Research criteria into recruitment, reward, promotion, and performance assessment.”

Surrey: “Launch responsible metrics and research assessment implementation plan.”

Reading: “Publish Research Assessment Policy setting out expectations and requirements in alignment with principles of responsible research assessment and recognition and rewards for Open Research. Implement changes to recruitment, promotion, probation and other assessment-based processes to align with Research Assessment Policy.”

Reading: ‘Enhancing Research Culture’ funding from Research England was used to hire a PhD student to compare relevant action plans across the university for areas of overlap/duplication/complimentary actions, areas of conflict/tension/misalignment, and approaches taken to evaluating the success of actions.

Policy and procedure
